민주주으으 으으가 아님 ㅡㅡ
아래 번역은 'Federalist No. 10'에서 제임스 매디슨이 민주정체 democracy에 대해 언급한 부분을 본인이 의역한 것이다.
From this view of the subject it may be concluded that a pure democracy, by which I mean a society consisting of a small number of citizens, who assemble and administer the government in person, can admit of no cure for the mischiefs of faction. A common passion or interest will, in almost every case, be felt by a majority of the whole; a communication and concert result from the form of government itself; and there is nothing to check the inducements to sacrifice the weaker party or an obnoxious individual.
그 주제를 이러한 관점으로 볼 때, 순수한 민주정체는(적은 숫자의 시민들로 구성되어 개개인이 모여 정부를 구성하고 다스릴 수 있는) 파벌 싸움을 치유할 수 없다는 것을 인정할 수 있다. 일상적인 흥분이나 이해관계가 거의 모든 경우에서 전체의 다수에 의해 공감을 받게 됨에 의하여(정부 그 자체에서 그러한 의사소통과 감정 공유가 일어난다), 약한 파벌이나 불쾌한 일개인을 탄압하고 희생시키려는 유혹을 피할 수 없게 되는 것이다.
A republic, by which I mean a government in which the scheme of representation takes place, opens a different prospect, and promises the cure for which we are seeking. Let us examine the points in which it varies from pure democracy, and we shall comprehend both the nature of the cure and the efficacy which it must derive from the Union.
공화정체는, 대의 제도에 의한 정부에 의하여 그와 다른 관점을 열 것이고 우리가 찾는 치료책을 약속할 것이다. 이는 순수한 민주정체와는 다른 것이며 연방에 필요한 치료책과 효율성을 가져올 것이다.
The two great points of difference between a democracy and a republic are: first, the delegation of the government, in the latter, to a small number of citizens elected by the rest; secondly, the greater number of citizens, and greater sphere of country, over which the latter may be extended.
민주정체와 공화정체의 두 가지 커다란 차이점은 다음과 같다. 첫째, 공화정체는 대의제 정부를 가지며 이러한 대의원들은 나머지 시민들에 의하여 선출된다. 둘째, 더 많은 숫자의 시민, 더 넓은 영역의 국가라는 점에서 공화정체는 확장이 가능하다.
Hence, it clearly appears, that the same advantage which a republic has over a democracy, in controlling the effects of faction, is enjoyed by a large over a small republic, -- is enjoyed by the Union over the States composing it. Does the advantage consist in the substitution of representatives whose enlightened views and virtuous sentiments render them superior to local prejudices and schemes of injustice?
이리하여, 공화정체가 민주정체에 대해 가지고 있는, 파벌 싸움의 조정이라는 측면의 이점이 작은 공화정체보다는 큰 공화정체에서, 주보다는 연방에서 향유될 것이라는 점이 명백히 드러난다. 밝은 시각과 고결한 감성을 지닌 대의원들이 지역 차원의 편견과 부당한 음모를 대체함으로써 이러한 이점이 생겨나는 것이 아니겠는가?
