It has been hinted at for a while, then announced officially, and now it's confirmed. Patch 9 does include the editor and new maps. The version number of this new patch is 0.11.0.15073.
The editor is similar to the War 3 editor for now. It has support for converting SC1 and War3 maps, though it seems to have issues with cliffs. Speaking of which, here is the complete list of maps post patch 9. I can tell you I've never been happier to see the number 8.

Considering that there has already been custom AI (StarCrack AI 7.02, Strategy AI), an awesome hero map with specially made upgrades and giant bosses (Contra), and a couple low end tower defense maps (Homeworld, Extr3mTD), well BEFORE we had an editor to play with, I expect some truly epic maps and mods to come out. StarCraft: Ghost anyone? ;D
A big hand to Blizzard on their work so far. I absolutely believe they are doing great work on reaching their goal of making SC2 one of the most epic games of all time.
A quick disclaimer: I have NOT personally confirmed that they are ALL of those maps will be added directly in the next patch. I did not uncover any of this info personally, and I have only personally verified the editor's existence and functionality. I don't recommend trying to download the patch early if you find a leak. It WILL break your game install since Battle Net doesn't have the patch activated yet. Just wait. It will be out this week. probably later today.
